  2.     Corrosion Survey and Control Strategies in China


        [abstract] In the 21st century, both the economic aggregate and the industrial structure have changed greatly. A program to evaluate the corrosion situation and strategy in China has been carried out in the period of 2015-2016, which is initiated by Prof. Baorong Hou, an academician of the Chinese Academy of Engineering. The program is mainly focused on five fields including manufacture, transport, energy, water environment, and infrastructure, led by Prof. Binshi Xu, Prof. Huibin Xu, Prof. Jianyun Zhang, Prof. Baorong Hou and Prof. Xiaogang Li, respectively. These five fields are further divided into more than 30 industrial areas. The program is an important part of the global corrosion cost study led by NACE. The calculation has been carried out by the Chinese Society for Corrosion and Protection, using the Uhlig method, the Hoar method and the Battelle method. It has been found that the gross corrosion cost of the year 2014 in China is ¥2127.82 billion, which accounts for 3.34% of the Chinese GDP in 2014. The investigation and corrosion control is related to safety, economy, ecological civilization, national welfare and people's living standards, and it is essential for building resource-conserving society. Considering the significance of proper corrosion control and management, the effort on corresponding education and research should be taken to reduce the corrosion cost in China.

        工學(xué)博士,中國(guó)工程院院士,中國(guó)科學(xué)院海洋研究所研究員,國(guó)家海洋環(huán)境腐蝕防護(hù)工程技術(shù)中心主任,“海洋防腐蝕產(chǎn)業(yè)技術(shù)戰(zhàn)略聯(lián)盟”理事長(zhǎng)。


        1992年享受?chē)?guó)務(wù)院特殊津貼,1993年在日本獲工學(xué)博士學(xué)位,曾擔(dān)任山東省第九屆、第十屆人大代表、常委會(huì)委員,第十一屆國(guó)家人大代表。2003年12月,被評(píng)為中國(guó)工程院院士。


        近年來(lái),出版了《海洋腐蝕環(huán)境理論及其應(yīng)用》、《海洋腐蝕與防護(hù)》、《海洋浪花飛濺區(qū)腐蝕控制技術(shù)》等7本專著,日文專著《海洋腐食環(huán)境と防食の科學(xué)》被日本專家評(píng)價(jià)為“奠定了腐蝕環(huán)境研究的基礎(chǔ),可以作為教科書(shū)使用”。


        迄今,侯保榮院士共獲何梁何利科學(xué)與技術(shù)進(jìn)步獎(jiǎng)、山東省科學(xué)技術(shù)技術(shù)最高獎(jiǎng)、國(guó)家科技進(jìn)步二等獎(jiǎng)、山東省科學(xué)技術(shù)進(jìn)步獎(jiǎng)、中國(guó)科學(xué)院科技進(jìn)步獎(jiǎng)、國(guó)家海洋局和青島市科技局獎(jiǎng)等獎(jiǎng)項(xiàng)共9項(xiàng),其中,《鋼鐵設(shè)施在海洋環(huán)境中的腐蝕及其防腐蝕技術(shù)》獲2002年度國(guó)家科技進(jìn)步二等獎(jiǎng),這是海洋腐蝕與防護(hù)技術(shù)領(lǐng)域的唯一國(guó)家級(jí)獎(jiǎng)項(xiàng)。
